E-bike and Home Upgrade Incentive Programs Update
Committee of the Whole head an update on two incentive programs - the Home Upgrades Program and the E-bike Incentive. Both programs were offered to members of the Affordable Services Program and were fully subscribed for the year.
The E-bike program had 97 members of the Affordable Services program apply. Recipients were selected by lottery, with 25 people receiving support towards the purchase of an e-bike.
A total of five households received significant energy retrofits to their homes through the Home Upgrades program. Retrofits consisted of attic insulation upgrades, air sealing, furnace upgrades, improved joist insulation, door and window upgrades.
Housing Action - Livability Tax Program Updates
Committee of the Whole heard a few updates on the primary residence tax program, which will now be called the "Livability Tax Program".
The updates included:
- A number of performance indicators were presented. Annual reporting on these indicators would be provided at the end of each year, which will provide information for future program adjustments, should they be necessary.
- Proposed funding criteria for use of the revenue collected through the Livability Tax Program was presented for discussion. The funding criteria will be adopted via an amended Reserves Policy at a future date.
